On 20 June 2022, the J4MR campaign group submitted a complaint to Police Scotland against legacy force Northern Constabulary. The complaint had 5 parts and comprised 360 pages:
Part 1: Failure to adequately investigate the life and associates of the murder victim
Part 2: Manipulation of evidence and witnesses
Part 3: Failure to investigate a plausible lead in the murder investigation
Part 4:
Part 5: Media Manipulation
There follows five Key Questions we hope to see answered in the conclusion of the Police Complaint.
Question 1 – Did Northern Constabulary demonstrate racial and cultural awareness during the police investigation?
Question 2 – Did Northern Constabulary use the media ethically during the 14-year police investigation?
Question 3 – Did Northern Constabulary miss a plausible lead in the murder investigation?
Question 4 – Did Northern Constabulary officers apply due diligence to assessing the credibility of the witness William Grant, and was there any indication that his evidence was unreliable?
Question 5 – Was Michael Ross a suspect for the murder of Shamsuddin Mahmood from the early stage of the Northern Constabulary police investigation, and did this mean that confirmation bias influenced operational decisions taken by senior investigating officers?
